1. The government of the People's Republic of China has received financing from the Asian Development Bank (ADB) toward the cost of Guangxi Regional Cooperation and Integration Promotion Project (Tranche 1), and it intends to apply part of the proceeds of this financing to payments under the contracts named (JL-E1) Experiment Equipment of Sino-ASEAN Institution of Metrology and Testing (including three lots). Bidding is open to bidders from eligible source countries of ADB.
2. Bidders may bid for one or several contracts, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so provided those discounts are included in the Bid Submission Sheet.
3. CITIC International Tendering Co., Ltd. (bidding agent, address below) is entrusted by Guangxi Autonomous Region Institute of Metrology & Test (purchaser, address below), invites sealed bids from eligible bidders for the following contract package goods and related services of this project.

JL-E1-02: Chemical and medical metrology equipment of GIMT
JL-E1-03: Light, electricity and heat metering equipment of GIMT
Note: Bidders are allowed to quote for a single lot or any combination of lots.

JL-E1-01：3D laser scanner, Portable on-site pressure instrument calibration device, UV-Visible Near Infrared Spectrophotometer, Triple quadrupole gas chromatography-mass spectrometry, Ion chromatograph and other experiment equipment of Metrology and Testing.
JL-E1-02：UHPLC coupled Triple Quad Mass Spectrometer, The standard of γ-ray air kerma for radiotherapy, The standard of X-ray air kerma for Radiotherapy and radiation protection, The standard of breast diagnostic X-ray air kerma, The standard of verification radon measuring instrument and other experiment equipment of Metrology and Testing.
JL-E1-03：High-precision refractive index meter system, Retroreflective standard plate measuring device, Calibration system of ultrasonic partial discharge tester, Black Body radiation source calibrator, Oscilloscope Calibrator and other experiment equipment of Metrology and Testing.
4. International competitive bidding will be conducted in accordance with ADB’s Single Stage - One Envelope procedure and is open to all bidders from eligible countries as described in the Bidding Document. The Bidder should successfully complete registration on http://www.cszht.com prior to the deadline for submission of bids stipulated in the bidding document. Otherwise, the bidders cannot enter into bidding procedures, and any consequence arisen thereafter shall be borne by bidders.

8. The Guangxi Autonomous Region Institute of Metrology & Test and CITIC International Tendering Co., Ltd. will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
9. Qualification Criteria
Goods are grouped in 3 lots and pursuant to the Instruction to Bidders, the Purchaser will evaluate and compare Bids on the basis of a lot, or combination of lots, or as a total of lots in order to arrive at the least cost combination for the Purchaser by taking into account discounts offered by Bidders in case of award of multiple contracts. If a Bidder submits successful Bids for multiple lots (lowest evaluated substantially responsive Bids), the evaluation will also include an assessment of the Bidder’s capacity to meet the aggregated qualifying requirements relating to

1) Pending Litigation and Arbitration
All pending litigation and arbitration, if any, shall be treated as resolved against the Bidder and so shall in total not represent more than 50% of the Bidder’s net worth calculated as the difference between total assets and total liabilities.
2) Contractual Experience
Successful completion as main supplier within the last 3 years (2018-the deadline of bid submission), of at least 2 metering equipment or electromechanical equipment contracts, and each contract valued no less than:
JL-E1-01：US$ 2.8 million or CNY18 million
JL-E1-02：US$ 3.3 million or CNY 21 million
JL-E1-03：US$ 2.2 million or CNY14 million
The value, nature, and complexity similar to the scope of supply described in Section 6 (Schedule of Supply).
3) Historical Financial Performance
Submission of audited financial statements or, if not required by the law of the Bidder’s country, other financial statements acceptable to the Purchaser, for the last 3 years (2018-2020) to demonstrate the current soundness of the Bidder’s financial position. As a minimum, the Bidder’s net worth for the last year calculated as the difference between total assets and total liabilities should be positive.
4) Size of Operation (Average Annual Turnover)
Minimum average annual turnover calculated as total payments received by the Bidder for contracts completed or under execution over the last 3 years (2018-2020), shall no less than:

5) Cash Flow Capacity
